Town Council election (unofficial) results

The unofficial results for three candidates receiving the most votes for the race for Rocky Ripple Town Council at-large are:
  • Brad Barcom
  • Carla Gaff-Clark
  • Robert Tomey
Cathy Hurt ran unopposed, therefore she will continue on as Clerk Treasurer.

Election results are finalized when they are certified by the Marion County Election Board. All terms begin January 1, 2012.

Congratulations to all of the candidates for your willingness to serve our community.

House break-in Tuesday

At approximately 11:30 a.m. Tuesday, someone reportedly attempted to break into a home on Riverview Drive at 53rd Street. Witnesses observed a mid-90s black Chevrolet Impala near the scene. Apparently a baseball bat was used to bash a hole in the door so the intruder could reach in to unlock the door. Several witnesses later observed three white males apparently casing other properties, even entering the property of a home. It is unknown at this time if the incidents are connected.

Remember to keep your doors locked–to your house, your garage, your vehicles, and your storage sheds. Keep valuables out of site, away from your windows.

Also, if you hire anyone to do work in or around your house, make sure you know and trust them.

The Indianapolis Marion County Police Department has prepared a tip-sheet to help you better protect your property.

If you come home to find an unexplained open/broken window or door

  • Do not enter – the perpetrator may still be inside.
  • Use a neighbor’s phone to call police. Dial 911.
  • Do not touch anything or clean up until the police have inspected for evidence.
  • Write down the license plate numbers of any suspicious vehicles.
  • Note the descriptions of any suspicious persons.

Tuesday’s Town Council meeting cancelled

Due to Tuesday’s elections and the use of the Town Hall for storage of election equipment, members of the Town Council have canceled Tuesday’s monthly Council meeting. The final meeting of the current Council takes place Tuesday December 13 at 7:30 p.m.

Vote Tuesday (tomorrow)

Election Day is Tuesday (tomorrow) November 8 from 6 a.m. to 6 p.m. Residents will have the opportunity to vote for three representatives to serve the Rocky Ripple Town Council. Rocky Ripple Town Council candidates are, in alphabetical order, Brad Barcom, Julie Bleakly, Carla Gaff-Clark, and Robert Tomey. Cathy Hurt is running unopposed as Clerk Treasurer. Greg Goodrich has withdrawn.

Additionally, residents will elect representatives to serve the City Council and Indianapolis Mayor.

—Meet the Candidates Tuesday October 25 (tomorrow)

Location: Rocky Ripple Town Hall, 930 W. 54th St.
Time: 7 p.m. to 8:30 p.m.

The Rocky Ripple Community Association (RRCA) is sponsoring a “Meet the Candidates” forum where residents can meet and ask questions of the candidates running for a four-year term on the Rocky Ripple Town Council. The candidates are, in alphabetical order, Brad Barcom, Julie Bleakly, Carla Gaff-Clark, and Robert Tomey. The forum will be facilitated by a member of the RRCA.

According to the RRCA, residents may pose questions in advance or at the forum. However, no one may directly question the candidates during the forum–in the interest of time, all questions will be asked by the facilitator and candidate responses will be limited to three minutes per candidate.

The RRCA will provide refreshments. For those unable to attend the “Meet the Candidates” forum, the RRCA we distribute a candidate profile summary of candidate information and their viewpoints in advance of the election.

Town Council Meeting Minutes

The unapproved minutes from the July Town Council meeting have been posted, along with the approved minutes from the June meeting. The next Town Council meeting takes place Tuesday August 9 at 7:30 p.m.

The Rocky Ripple Community Association’s (RRCA) July meeting is scheduled for Tuesday July 26 at 7:30 p.m. Normally the RRCA meets on the third Tuesday of each month. All are welcome.

Celebration of former Town Council member

Obituary: Danny Lee Orr

Danny L. Orr, 56, of Indianapolis, went to be with the Lord on Friday, July 15, 2011. Born May 14, 1955 in Lepanto, Ark. He was the oldest child of Marion Harold Orr and the late Dorothy Ellen Herman Orr. Danny was a loving and caring husband, dedicated father and friend. His devotion and love for his wife, children and family will always be treasured. The loyalty and pride that he had for his community and country will always be remembered.

For 12 years, he was employed by Verizon. He served in the USMC, US Army and US Navy. He also proudly served his community on the Town Council and as leader of the Rocky Ripple Veterans Association.

Mr. Orr is survived by his wife, Deborah Kemp Orr, daughter Karina Orr Lowe of Los Angeles, Calif., son, Daniel Marion Orr of Fayetteville, N.C., father Marion Harold Orr of Jonesboro, Ark., sister Diane Householder of Indianapolis, brother Michael Steven Orr of Pembroke, Fla., and grandchildren, nieces, and nephews.

The Community Association, along with the Town Board, will host a community gathering/pitch-in late lunch/early dinner to honor Danny Orr.  The gathering will be held beginning approximately at 3:30 pm  Wednesday July 20th at the Town Hall. Everyone is invited to attend.  Please bring a side dish, entree, or dessert of your choice to share.  The community association will provide sandwich trays and soft drinks.  The town hall will open at noon Wednesday for those who wish to drop off food.

A military ceremony will take place at which time a special wreath will be taken from the Town Hall to Veteran’s Park where neighborhood veterans will have an opportunity to offer a final salute to Danny.

“Spring cleaning” along roadways and in alleys

Rocky Ripple Town ordinances require residents to keep roadways clear of trees and flora.

From the Town Ordinances, 2-3-3 Sec. 11:

Duties of Property Owner (a) The owner of any private property in Rocky Ripple which borders or lies adjacent any public street, alley, right-of-way, place or park and upon which any trees or flora may be standing shall trim or cause such trees or flora to be trimmed, either at the property line, or to a clear height of at least eight (8) feet above the surface of any abutting right-or-way or place, and fourteen (14) feet above any public street or alley. No person shall plant or maintain any tree or flora so close to any property line as to obstruct the vision or free passage of pedestrians or motorists along the streets or public right-of-way. Rocky Ripple or its contractual agents may enter upon private property to do such cutting or trimming as may be necessary to remove any offending and obstructing tree or flora that is prohibited by the provisions hereof.

(b) An owner shall, and Rocky Ripple may, remove from flora all dead, decayed, broken or dangerous limbs, branches or parts thereof or any that overhang or are close to any public street, alley, right-of-way, or place, and, when any such flora is dead, the owner shall completely remove the same, or after notice to and failure of the owner so to do, the Town of Rocky Ripple or its lawful agents may cause such removal and charge the cost thereof to the owner.

“A little proactive trimming now will be appreciated by your neighbors in the summer time,” said Mike Kiefer, Town Marshal.

City official to speak on sewer project at March 8 Council meeting

Steve Neilson, deputy director and chief engineer for the city of Indianapolis, will attend the March 8 meeting to take questions from and share updates with residents regarding the rescheduling of the STEP project. Please plan to attend this important meeting. Questions include, What is the status of the STEP program? If Rocky Ripple’s project is delayed, how much will residents have to pay?

Please plan to attend the Tuesday March 8 Town Council meeting.

2011 election: Candidates and voters needed

To be considered in the 2011 primary election, candidate filing for the two major political parties begins Wednesday January 19, 2011, and ends at noon Friday, February 18, 2011. Rocky Ripple does not hold staggered elections, therefore, all positions on the Town Council, including Clerk/Treasurer, are open every four years to candidates seeking election.

Residents not registered to vote in Rocky Ripple should do so by April 4, 2011, to vote in the May 3 primary election or October 11, 2011, to vote in the November 8 election. Visit http:// rockyripple.com/community-information/ for a link to the City’s candidate and voter registration information.
